Thoughts On Fixing Congress

In an earlier era, these changes may have been onerous, but with improvements in technological capabilities, these changes are very easy to adopt and are only onerous to those who favor back room dealings.
These changes do not favor Republicans, Democrats or Independents. They favor the honest and the American people as a whole.
  1. All changes to Bills are logged and tagged to a Congressmen (no exceptions). This information is available immediately to fellow Congressmen as well as the general public. Simple version control software can handle this.
  2. All votes are recorded and public (no exceptions). These are elected representatives. There is no point at which their constituents should not know exactly what they are doing.
  3. The ability to vote against a given part of a bill is granted. 
         (if > 66% of those who voted for the bill, vote against that part of the bill, that part is dropped, period))
         (if > 33% of those who voted for the bill, vote against that part of the bill, that part is put to a separate vote on the floor)
It is understandable for low importance items to be tacked on to other Bills rather than being pushed through as separate Bills. This should not, however, be used as a method of killing an otherwise popular Bill or passing unpopular legislation by tacking it on to a necessary Bill.
